To re-stiffen bows that have lost some of their stiffness, I've used watered down fabric glue and that works fairly well. It dries clear and the bows maintain their shape. I use small dowel rods, or even large drink straws to hold the loop shape while they are drying. I have to be careful though and move the bows ever so often so they don't stick to the dowel rod or straw.
I'm sure there are much better methods, but then I don't make bows, only touch up ones I buy.
