I wouldn't go back to a vet that refused to waive a Rabies vaccination after a serious reaction had occurred. It is within the law for a vet to determine that an animal is not fit to have the vaccine. Some of the other vaccines are a bit different because the diseases that they protect against are more common, but with something as rare as Rabies, I'd hope that almost every vet would be willing to discontinue the vaccine if something more than just mild soreness and sleepiness had happened the last time the animal was vaccinated. And if they aren't-- well, there are other vets out there.
