IMO, it's essentially a shortened way to say, "I have no knowledge of the subject or justifyable reason for my stance on the subject, yet I refuse to hear the other side."

My feelings exactly but I must also add that some people used it just to show boredom of the topic of discussion. Some people don't know when to shut up so 'Whatever' is just another way of telling someone 'enough is enough, I don't want to talk about it anymore''. I do consider it somewhat rude.
