My Dexter is almost just like that. He has gotten a tiny bit better... my boyfriend jokes that he does not need legs with the amount of time I hold him. He is always whining to be held, cuddled, be on my lap, etc...
I don't know if Bailey is protective of you or maybe he feels your sadness and wants to comfort you. When my ex and I split, I was very clingy to my boys, they were my rock... and I feel like I maybe created monsters because they are very needy and clingy. I don't know if you can break the habit once its been formed.
