Default Won't poop with 30 below windchills and a foot of snow

Anybody else have concerns about their yorkie and all the snow?? We have about 14 inches outside right now, and my dog didn't poop for 2 days until he finally pooped in the apartment. I take him out for less than a minute and he is shaking and doing a funny limp thing (I'm guessing it's because his paws get terribly cold). I put a coat on him, but when it's on, he'll even refuse to pee outside. I took him out last night at 10 with his coat, he didn't do anything, and then took him out at 11 without a coat and he peed immediately.
But he won't poop. When he "pops a squat" he breaks through the snow and can't get out. I cleared a spot for him, a large spot for him so he has room to explore to find the "right spot" to mark. And he won't poop. He looks at me like I'm nuts.
Finally, two days later, he went in the apartment. I feel dirty but I was glad when he finally did.
I know if I let him stay outside long enough, he would eventually "pop a squat" but it's just too cold with 30 below windchills predicted.
Does anyone else have this issue with all the snow and cold? How do you get them to poop? Should I just "break the rules" for these next few days because of the cold and 14 inches of snow? He will pee outside...not in the grass but in the parking lot or sidewalk where the snow is packed down but pooping he won't do.
