Yes it can, Lepto and Corona are also particularly dangerous and I tell anyone who buys a pup from me NOT to get those vaccines. Unfortunately, rabies is something you HAVE to get done, but you should still take precautions to make it as safe as possible, and although many people get their pups vaccinated at 3-4 months of age, my vet does not recommend it. Since he has a medical degree and has been doing this for many years, I sincerely trust his judgement.
I have shipped a few pups that were 12-16 weeks and never had to have one get the rabies vaccine before they left. My vet has always written "too young" or "too small" on the form if they are under 6 months of age. There are rabies laws, yes, but I highly doubt you would be in trouble for waiting until a puppy under 5 lbs is 6 months of age to have it administered. I think I would be more concerned about the health of my puppy than having someone "find out" you waited 2 months to get it done. I think they are probably more worried about people who consistently don't vaccinate their dogs over periods of years. I have never heard of anyone having an issue over a couple of months for a small puppy. Then again, I could be wrong...
