I just had Toby neutered at the ASPCA..cost me a whopping $58 vs the $450 my vet wanted for my three pound dog. It included blood work and meds and the e-collar to go home. It was done by a vet. Wish I had checked them when I was spaying Zoey a few months back.
Yep they will do it even if you didn't get your pet there. They are looking to help with animal control.
