Yorkies are very easily distracted
They are the ADD children of the Dog World
I've found that they are MUCH better One on One
Get their favorite treat
and start the WATCH ME training
Put the treat up by your face and say .. WATCH ME
Hopefully they will sit and be absorbed by the treat you're holding
Then crouch down and see if your puppy continues to stay in the same place
If he does GOOD BOY and give it to him
If not get back up and put the treat back by your face and say it again WATCH ME
That is the basis for any very active dog that gets distracted very quickly
