Although it gets cold here in Texas
it's nothing like what you get. (Thus one of the reasons I live in Texas!! LOL)
My two youngest (both under 1 year) don't seem fazed by the cold at all, but Boo (6 yrs old) hates it. It does seem odd that she is just now showing this behavior, but perhaps with her being more mature now the cold just is getting to her more. I agree with trying to bundle her up a little more. I'm not sure if booties would be the answer if she's only out for a few minutes, but it might be something to consider.
