It sounds like she's gotten into a fear mode that you'll have to break

Get a friend to volunteer their dog
each needs to be on a lead
Bring the dog within sight distance
make sure she sees him
and treat her ... tell her what a good brave girl she is
slowly bring the dog closer and closer
keep treating her so she gets the idea that good things happen when other dogs are around

When you get t the point where the other dog is within smelling distance
have your friend distract their dog so that its butt is facing your dog
This intro is less confronting to another dog
She'll also get the info she needs from him

and little by little she'll come around
