I don't think getting another puppy will solve the problem.

Gus did the same thing at puppy class. I didn't push him. He hid between my legs & behind me. He did watch the activities of the other dogs. After several classes he started to socialize with a small female, & by the end of the classes he was pretty much okay.

After reading some recent post about Yorkies being injured or killed by large dogs, maybe fear & avoidance is okay. My goal had been to let Gus socialize with "all" dogs, but now I'm careful & cautious.
