Default Playing or Fighting?

I recently added a new Yorkie male pup who is 6 months old to our family. My 10 month is a female and a very docile, submissive dog. However, with the new boy, she roughhouses hard (she is 7 pounds and he is only 3). She makes a sound that I can't tell if it's growling or that sound puppies make when they play, but she likes to pull the little guy however she can around the room, even if it's by his hair. Sometimes she will kind of lay in wait for him and then pounce. It's not vicious, but it doesn't seem truly like play either. The puppy is not running away in fear, and knows how to assert himself, but I find I am always trying to get Sadie to leave him alone, and I don't want to discourage their socializing if that's what it is. They also fight constantly over toys, usually because Sadie won't let him hold onto any and, to his credit, he hangs on tight. I just don't want him to get hurt.
