Bitches are due 63 days after they ovulate. Unless you know what day your gal ovulated she may not be late at all. I wouldn't worry unless she is showing signs of distress.

If she is not in labor then no need to do a C section. They don't always show signs ahead of time. One minute they can be acting normal and 5 minutes later there can be a puppy.
