This is what Dan Rice DMV says:
Posterior births (hind legs first) account for four out of ten puppy deliveries. They should progress the same as anterior (head first) presentations. A posterior presentation runs a slightly higher risk of fluid aspiration than an anterior presentation. A breech presentation will show tail first and are always cause for concern. In a breech both hind legs are folded forward in the birth canal, tight against it's body and only the rump and tail are visible. If the dam doesn't deliver the pup in 5 to 10 minutes call your vet.
