Confused Given up..

Ok I have had other kinds of dogs in the past and they were all housebroken, heck my cocker I had for 12 years was house broken at 8 weeks, could hold it until the cows come home. And nothing less was ever accepted.
BUT Now I just hope Matise hits the pee pee pad when he goes in the house, or that I find it before it dries.... I've tried everything. Avoidence, crate, pee pee pads, pow pow. and I am just completely exhausted on this subject. At least he pees like a little girl and doesn't hike his leg. I don't understand why I am willing to just accept it... I always heard that some yorkies were hard to house train. But it seems impossible to get through to his little head that there will be no pee pee in the house unless it is on a pee pee pad. I don't know if it is size or what, why I have become so obtuse?.
