i don't think it could. i gave them to my Tyke when he was 3 lbs and he's ok. I didn't realize there was a weight on them. i think it's because the smaller the dog you need to watch them while their chewing them, just like any other treat or things they chew on that they can eat. hope that makes sense. Tyke weighs 5 lbs now and he still chews on them. he doesn't like them as much as he used to.
