I don't think it says they can't be bought, I think it says they should not be bred and sold as "rare." Just like teacups, even reputable breeders have ultra small dogs, they just don't market them as "teacups" and don't charge more for them. Nobody minds if you own a teacup, I just have a problem with a breeder who breeds for them.
