Rescues do spay or neuter before letting a pet go.
Years ago, we adopted a dog from the Humane Soc. shelter, or the SPCA, I don't remember now which it was. The procedure then was to pay for the dog, and after presenting proof of spay/neuter you were refunded a portion of your money. IDK, if that is still their procedure or not.
