i would say stop giving him a treat every time he goes on his wee pad and see what happens.maybe if he sees that he won't get a treat every time he goes to the bath room than he wont do it as much!!!
also if your giving him a lot of water, that could be the problem. try giving him ice cubes in his water bowl because than he can lick the ice when he's thirsty and it will take longer for him to build up in his bladder!! hope this works.
