I don't think she meant it like that, afterall she lives in the US too. I think it was just wrongly worded maybe should have been "
other civilized countries" instead? Usually the US leads the way in forward thinking and is considered to be one of the most modern superpowers in the world today (certainly more than the UK, least thats the way I see it) yet we along with many other civilized countries have banned this outdated and unnecessary practise. I think the point trying to be made was why has'nt the US made the decision to move with the times? Infact I'm very surprised that it did'nt happen there first. The UK in particular England is still very traditional and seems very old fashioned compared to US in many ways. I find it strange that docking was banned here with all our old English Gentlemen with stiff upper lips stuck in the dark ages and not yet in the US who always seem to beat us to it when its comes to moving forward
