Maybe because you can enjoy ice cream better in the winter? Think about it, during the summer ice cream melts quickly, and before you can really enjoy it its dribbling down your hand, BUT in the winter it can hold it's shape better
At least that's what I tell my family when they see me eating ice cream when it's cold out.
