Oh Good God no .... Medication?
It sounds like this little guy just hasn't been socialized well
Is he good in your lap and with strangers?
and is it just other dogs in general that makes him nervous?
Why not try habituating him with the dogs
First have him with you
and introduce another dog into the room away from him on a leash
don't do anything and treat him
and slowly bring the dog closer and closer
after a few trys take the other dog off the leash
Generally show him that other dogs mean treats and attention
