Do you generally end the walk after they toilet? If so, as others have said, they may be holding it as long as possible so they can stay outside.

I would suggest either making them wait a bit longer than usual to go out (assuming they will hold it indoors), or exert them right before you go outside - play a few rounds of fetch, maybe.

I think the classic way would be to take them out for five minutes, and if they don't potty, take them back in, wait 15-30 minutes, and repeat as necessary. Then, they get the walk as a reward AFTER they go. That should switch the motivation for them.

Thor is still having some potty issues, but one thing I will say for him is that he goes as soon as he is out the door. Then he will automatically turn around to go back indoors. He always seems surprised that we keep going after he's relieved himself.
