Where did you see this? I have never heard of such a requirement with AKC. It might be a suggestion to breeders, but its not a requirement. I got my first Yorkie at 5 weeks old.(didnt know any better) got AkC papers with no problem. I see the paper is full of AKC dog litters for sale that are under 8 weeks of age.
