Can you tell what is bothering him when you give him a bath? Sometimes it is the sound of the water rather than the actual water, and they can get cold too.
I use a rubber hose with a little sprayer on the end. It fits over my faucet. So my dogs don't have to be "in" the water all the time. I keep the water really warm (not hot) and move as quickly as I can. I'm careful not to get water or soap in their eyes or on the end of the nose. Also, I talk to them all the time, encouraging them.
So far, all of mine have adjusted well to bathing. I can't say they love it, but they all behave quite well and cooperate. For me, that is as much as I can ask of them.
