They are probably not flea bites but what's called flea dirt. It's flea poop so to speak. You can probably loosen some with your nails....wipe it on a damp paper towel...if it's flea dirt...it will turn red.

She doesn't need to see the vet although frontline may not be working for her. It doesn't work on all dogs. Be sure not to bath her for 24 hours after applying...and only use dog shampoo...anything with a sudsing agent can render the frontline ineffective
