When this happens it's possible that he has a small blood clot. When the bubble returns I would take him to the vet and have it lanced and drained through a cloth to see if there is a clot in the drainage. If so it is unlikely that it is related to allergies. The tiny veins that run through that area are more prone to clot and the restriction will blow the vein up like a balloon. It would be very painful. Good luck.
