I adopted a 2 year old and he did the same thing. He would sit on the Pee pad or in the litter box for a long time, just looking at me tilting his little head.
Anyway, my only suggestion would be to dot the pad with her own urine. Then let her smell and she might get the idea.
The way we trained our two was we bought 4 baby gates and tied them together. (The gates, not the doggies) We put their bed, food and pee pad in the pen on the floor. We made the pen small at first so they were forced to pee on the pad. Then we increased the size of the pen so they had more and more floor space. Good luck.
