I have heard that both dogs should be on a leash at first too, held by their respective owners. If the initial interaction starts to become a little heated, or one/both dogs start to look annoyed or agressive, pull them apart for a minute or two to calm down.

I don't know if this is good advice or not, but it's one of the only pieces of advice I've found besides meeting in a neutral location - I've been researching this same topic. Maybe I'm looking in the wrong places, I don't know. But I'm trying to find out how best to introduce my puppy to our neighbors slightly larger dog in the next couple of weeks, and I REALLY want them to be friendly so when we hang out with the neighbor (or vice versa), the dogs can come along and play nicely too.
