The key is consistency and 100% supervision. If you can't watch him, he needs to go in his crate. As soon as he comes out, put him on the pad and do not let him leave the pad until he goes. If he really won't go, then put him back in his crate for another 10-15 minutes and repeat until he goes. If you catch him going somewhere where he isn't supposed to tell him "NO" firmly, pick him up, put him on the pad and tell him, "this is where you POTTY" ephasizing the word "potty" because you want him to learn that word. When he goes where he is supposed to, whether it's forced or not, you must give him treats and LOTS of praise. It will work!
