Amelia is a chewer, too. I thought she would grow out of it as she grew older. 1 1/2 years later - she's still the same. I can't tell you how much money we've spent on harnesses for that girl, only to have her chew through them in 5 minutes flat. I tried everything from harnesses to vests to Puppia.....I finally, FINALLY found one that works - she's had it for 8 months now & she hasn't chewed through it. It's a La Cinopelca harnessLa Cinopelca harness . It is a bit more expensive than other harnesses, but I tell you - for a dog that chews through all the others, it's money well spent. I just bought her & Rosie a cute step in harness for Christmas thinking maybe she'd outgrown the chewing, but nope. It's already snapped apart (just put it on her yesterday). Oh well.
