Yorkies are cold if you are cold.... that is probably the best answer I can give. They don't have an "undercoat" like some dogs do. A sweater or coat is probably best for going outside in the winter. We turn the heat down at night and my feet get cold, so we put pajamas/nightshirts on them. They LOVE to wear them...... Seymour will come running and try to poke his head in his pajamas before I am ready for him! 
....... just remember.... this also applies in the summer.... with no undercoat to protect, they get warm quickly, too!
