With inexperienced dogs, I usually put a harness on each dog so I can use them as "handles" to help control the dogs. When the female is flagging, I sit on the floor and hold the female close to me. If the male is small, I put a towel down and stand the female in front of it. I use the males harness to help his stay in the right position as he tries to mount the female.
If they seem interested, but just not interested enough, I put my hand under the female's hips and kind of "wag" her rear in front of the male. Sometimes we even raise her up off the ground to make it harder for the male to get to her. For some reason this seems to arouse the males and they try harder to mount the female.
