My Grandma has a tiny dog and she has bought newborn sized socks, then sewed elastic in a circle just big enough for her feet. Then she slips the elastic on each foot/sock so that they stay. You could also use velcro.
It's won't keep water or snow out but it would keep some cold out. Just an idea
