Please don't take offense at my use of your statement but it's absolutely the idea that is being sold here. And it contradicts itself.
First part
"There definatly needs to be some rules on who owns them." This assumes that because of the nature of the animal we must take freedom from our fellow man to make us feel safer.
Second part
"Because in the wrong hands, any dog can be dangerous." This is so true that it negates the first statement.
What we need is personal accountability. Own the dog you like, and be prepared to be held accountable when the dog harms someone. Up to and including financial restitution and possible jail time. We can't legislate bad things out of life, but we can make examples out of those who exercise significant lack of good judgement.
