We waited 4 weeks after she started bleeding to allow Maggie around other dogs and then 4 weeks after she STOPPED bleeding to have her spayed.

It's probably not safe for her to be around dogs yet. From what I understand, 2 weeks into the heat is when she can mate. It'll be the most tempting at this time. You don't want to risk anything.
