Angry Potty training again?

I have had my male yorkie since he was 8 weeks old and it took me about 3 weeks, but I had him pee-pad trained. He is now 4 months and all the training is gone. At first he would pee outside the pad a little, but always poop on it. Now he will pee and poop right in front of me and no where else. I have tried to crate him and then let him out to pee and poop, but he won't do it and he will just wait until I am no longer watching and do it some place else or actually poop and pee in his crate.

I recently got a girl yorkie, but he loves her and they get an equal amount of attention. He really wanted someone to play with and he seems delighted to have her around, so I don't know if it is caused by her being here. She came to me puppy pad trained so I know he isn't picking up her scent anywhere.

How do I retrain him, if he poops in the crate?

The crate is the smallest with him being able to lay down and turn around. It came with a divider, so should I use that to make his area smaller or do something completely different?
