Yes, often the trained eye can tell the show potentials at around 12 weeks. Your girl looks very promising btw.
If you want to get into conformation I would hold on to your two pups and see how they mature. Train them as if they were going to be show dogs--work them on the table, walking on a lead, and stacking. When they are older I would definitely have them evaluated.
