I understand how you feel..I used to feel like that when I was living in a really small apartment and my Yorkie looks bored sometimes. Like you, I was home most of the time too...I am only out like 2-3 hours in a week..What I did was bring him out a little more often even if its short. Sometimes when I have the time, I bring him further and meet more people outside. I even trained him to take ttc (our public rail transport here). Then when it was warmer, I let him go to the balcony with me watching him and he loves to just sit there and smell and listen to the outside world. I also dogsit for my friends and bring him along with me. Sometimes they come over to play.
Don't feel like your dog is better off with other people..I know sometimes they get very excited when they see new people/dogs but they are not like that with you..it doesn't mean they are not happy being with you! They are just probably being contented and being themselves.
Edited to add: You can also bring him for a car ride and just train and expose him to different things to let him learn. That will enrich his life.
