At the top of the page, you'll see the words YorkieTalk.com, just look under the "T" and you will see the word "Chat". Click this and it will ask you if you want to install something, and click yes.
You can see from the general index page if there are any people on chat. Here's the general index page, look at the bottom for chat information, the topic, and who is on.
