I think you could surely try jogging with him, and if he tires out, pick him up for the rest of the jog. The extra weight can't be that much, and think of it as a little extra cardio!

I would be scared to death to have him run alongside a bike ... too many "ifs". If you want to ride, put him in a backpack (frontpack?) so he gets the air and you get the exercise.
