Does he have on a harness or collar? Could it be too tight? It sounds silly, but I wonder if something about the process hurts him in some way.
I would use a harness that I could leave on at all times, so all you have to do is clip the leash on and make sure that going out with a leash attached is a lot of fun with LOTS of treats as Erin suggested.
Also....is this the only time he snaps at you?
