I had a maltese that always got out of her panties, so i got her baby shirts with the snaps on the bottom and cut a whole for the tail. It worked for us to keep her panties on.

This would be a good idea to help hold a diaper on her. They are cheap and I bought some after my 2 were neutered and it did stop them from licking their incision site.
