I make step-in harnesses out of Dupioni Silk. They are very light weight and would fit easily under any coat or sweater that has a hole for the harness "d" ring to fit through.
I agree with Katamami29 - the ideal situation would be to teach Nene to leave her harness alone -- that it isn't a chew toy. As an emergency chew stopper I have found that a light coat of Habereno Pepper Sauce (the hot hot hot green stuff) works.
