This is a simple and the best solution to your problem. You can purchase special pads for dogs to go to the bathroom on and keep them in an out of the way place. There are disposable ones as well as washable ones. You can also litter box train a small dog.

When you walk your new dog you can take it to a park or another part of town where it will be safe to do so. Just make sure he/she gets enough daily exercise - playing ball etc.
