I would keep my dog inside! I would take him to a park, for fresh air, but it's not worth the risk letting him out with those big, aggressive dogs around. Even if your puppy is on a leash with harness, he and you can still be attacked. The police or animal control won't do anything unless the agressive dog has bitten a human, at least once.
