It keeps them quiet for a little while at least. I had a problem with Chip when he was younger. He would sometimes... not all the time... destroy stuff. One time he put a nice hole in our bathroom floor the size of a basketball. Half the time when I came home there was paper everywhere and trash everywhere and chewed up underwear (Smokey). It looked like they had a field day. When I started giving them a kong, and exercising them more, they stopped doing that (for the most part.) Maybe take him out for awhile and play with him until he gets tired. Maybe he has too much pent up energy.
