Is Mojo a male cat? It isn't unusual for the females to be smaller than the males. You could try giving her a supplement and that may help her growth. I use to have two black barn cats that came to me malnourished. I started giving them vitamins and the male cat grew significantly more than the female. She remained a petite girl.
