I actually keep a water bottle by my bed because I get thirsty quite often throughout the night.
Anyway................
I used to withhold water at night simply because my dogs slept in a crate and there was no room for a water bowl. However, now that they are potty trained, they have access to water all times. I think it is a matter of choice - as long as the puppy does have access to water often throughout the day, not having water in the evening probably isn't going to hurt. Small dogs need very little water anyway.
