Default cat people? HELP!

We have a kitten that supposed to be now about 5 months and she's still really tiny. She's grown a little, but not as significant amount as you would think. We got her a few days shy of 2 months ago when they said she was about 3 months. She is about 1/2 the size of an adult cat. Is there such thing as cats staying tiny or maybe she just is growing slowly? Is there anything that could cause stunted growth. Attached is a picture of Mojo, our adult, next to the kitten, Trixie.
